The Bill of Rights is really a statement of prohibitions. It defines the uses of force that will or will not be granted to public officials. Its purpose is to limit government intrusion. The purpose of the Bill of Rights is found in its preamble that reads:

The Conventions of a number of states, having at the time of the adopting the Constitution, expressed a desire, in order to prevent misconstruction or abuse of its powers, that further declaratory and restrictive clauses be added; and as extending the ground of public confidence in the government, will best insure the beneficent ends of institution, [be it] resolved…
